Vacuum the dust and then if soiled wipe off with a damp cloth.

You could vacuum or I have used a lint cloths roller - the type with sticky roller - it tends to take off more than the vacuum - just a thought

I would dust with a very soft or feather brush, then vac with soft brush attachment or you can also used 'canned air' like you use on the computer. Damp wipe if need be and maybe a soft cloth wipe down with a bit of 'Endust'.

Sprinkle with dry baking soda and brush gently. Do not wipe with a damp cloth.

If the pleats are small enough, and you have trouble finding the right size brush,

go to Walmart or the Dollar Store and pick up a makeup brush kit...it will have more than one size, and they will get into crevices...not only in cleaning the shade, but just around the house. I will use this on intricate pieces of furniture which have carvings, for example. The brushes in the kit are just for eye makeup and blush powder, mainly.
