Get a small bowl or bucket soak them in water with dish soap and a little capful of bleach soak for 30 min then scrub with scrub brush that should do it

I just squirted Formula 409 on them and wiped off the dirt. Vinegar works too. My brother would hose off and wash with dawn dish soap.
you might try WD-40 it will loosen dirt as well as lubricating the wheels-use a cloth rather than paper towels-be sure to not let drip on good floor though
