Lemon juice, I don't know about, it will make it smell good, but won't take away the actual mildew. Clean up what you can with bleach and soap water to get the build up out and rinse real well. The last rinse should be with vinegar, it has the antifungal properties to perhaps get rid of the mildew. Let it dry completely. Hopefully between the bleach and the vinegar it will be taken care of.
Submerge it in a disinfectant, for about 30 minutes, let it dry in the sun
Vinegar and sunshine help. Concrobium is a non-toxic spray which kills mould.

I recommend spritzing it with either peroxide or bleach.
Dollar General has Hydrogen Peroxide in spray bottle for buck and a half...easy peasy.

Haven't tried any of these yet. It's an outdoor project and we are being deluged with heavy, cold rain today in the Northeast. Hopefully, tomorrow will be better. thanks for all your comments.

Get the mildew remove that comes in a spray bottle. It really works.
soak in weak bleach solution in laundry tub or bathtub. Then dry in the sun, if it is warm enough where you live. Let it dry awhile in the tub so you don't drip bleach and make new problems, and don't splash on your clothes. hope this works for you.
