First off I would make sure your magazine rack is brass, take a refrigerator magnet, if it sticks to the rack it is brass plated,
if it does not stick, then it is indeed brass.
To clean brass you can buy a commercial brass cleaning compound like Brasso available at DIY stores and supermarkets. Another way to clean brass is ketchup, tomato paste, or tomato sauce.
Brasso is great stuff. But it is my impression it doesn't work well on coated brass. If your brass is varnished as you say but has tarnished anyway then the vanish coating is damaged allowing the brass to have air contact. But even damaged the varnish doesn't go away so you *might* need to strip that off if Brasso doesn't work.
