This stuff went through a summer of Arizona heat. Soap, water and stiff brush didn't help much. Appreciate any advice. Thanx Joe

If the fence was properly painted pretend you are washing a car, but don't need to worry about fine scratches. A garden hose end dispenser/sprayer, Dawn dish liquid, a garden hose, and a nylon brush should do the trick.
To reduce future occurrences, do something to deter birds from perching on or above the fence.
