Here's the recipe I have tried which works very well:
Tarnished silver is no match for thisaluminum foil “recipe.” Bring one liter of water, one tablespoon of baking soda, and one piece ofaluminum foil to a boil. Drop silverware in the pot for 10 seconds (longer if it's very tarnished), then remove using kitchen tongs.Oct 19, 2017
By the way, I have actually done it on my sink too by laying a piece of foil at the bottom and pouring the boiling water with baking soda over it and submerging my pieces into it.

It is better for silverplated pieces to be cleaned with silver polish. When the tarnish moves from silver piece to Al foil it takes molecules of silver with it.
I did not use any vinegar.
