Try vinegar. Vinegar solves everything in my world.
Plastic is very bad for absorbing urine. Here are two other options to try.... 1) peroxide. It can get in and actually explode any cells of biological material. 2) in the grocery store there are plastic cleaners right beside the automatic dish detergent. They are designed to use in the dishwasher, but I'd be inclined to soak the plastic with it mixed with hot water
I would also say use a pet enzyme cleaner, like Nature's Miracle. Then I would add some bedding material down over the plastic so it doesn't absorb it like a pet pee pad, loose wood chips, straw. Is this a crate? I've never seen a dog run made of plastic.
Try some vinegar, let it sit. It is really good to take out urine odors, so it should work for doggy odors. Just spray it all over the inside and let it sit for a while and rinse it or just let it dry naturally. I have a large plastic dog house and it likes to accumulate odors, too. Maybe that is why none of the dogs like it, it smells too quickly.
Have you tried Nature's Miracle, which contains both bacteria and enzymes? I buy it at Petco or Petsmart. I saved a couch once, and a bed once. Not sure about plastic, tho'.
All the tips are super helpful but I was also wondering what I could use to make my dog's kennel smell fresh or smell gr8. I do use dog training pads but my dog just tears them up
