Start by routing all water outside away from your house. You should have a very slight slope so water doesn't drain towards you home.
Do you have gutters? Do they divert water away from sidewalks? Have to check to make sure they don't need to be cleaned and aren't leaking?
Are you referring to a specific room or area? Have you tried a dehumidifier? We live in Oregon and the constant rainfall makes this a very humid here. It is amazing how much water a dehumidifier pulls out of the air.

Indoors, I would use DampRid. I prefer the ones designed for hanging in a closet over the buckets.

Good air circulation will help dry the moisture or higher humidity. A dehumidifier would also help. Make sure it isn't from water getting into the house somewhere.
