Have you tried one of those sticky tape rollers. -

the sticky rollers work well. Wide masking tape works as well. -

Sticky lint rollers! Takes a bit of time, but they do work. I went to washable double rod curtains as I was tired of picking pet hair off the vertical blinds. -

Vacuum regularly with the dusting attachment, it's easy and very effective. -

put a white sock on your hand and use a spritz of water, it will clean both sides of the blinds
