Liquid Nails should work.
You can buy styrofoam glue at Michael's or Hobby Lobby. Spray adhesive should work. Don't use any solvent based glue.

"The bestglues to use on Styrofoam are the actual Styrofoamglues such as UHU Styrofoamglue, Weldbond and 3M 77. Styrofoamglue comes in both tubes and spray. The adhesive spray, like 3M 77, makes creating projects easier and without the and you can read all about it here: mess. With 3M 77, the glue dries fast and provides permanent bonding." Huh< I never even knew they had Styrofoam glue! Apparently, this stuff is the bomb! Here is the link to the site: http://www.ehow.com/way_5188456_kind-glue-can-used-styrofoam_.html Good luck!
Also consider using small dowels when attaching one piece of foam to another, in addition to the glue. Helps make the piece stronger.
