I would start with wide brown satin ribbon along with some gold mesh that has some sparkle. They both can be woven among the branches where they can catch the light. -

How about you use wooden letter "A" and extend the top to look like the Eiffel Tower? You can use beads or glitter. Also, poodles made of pom-poms might look cute.![]()

try to see if you can find some Eiffel towers of different sizes like they sell in souvenir stores in France and buy a few. Use a gold ribbon to hang. Make cones with sturdy paper, paint them gold, fill with wrapped chocolates in gold or silver and hang with a pretty ribbon. Wrap cheap ornaments with glued on twine and add sparkly tiny elements to them.
