Could you post a picture of your anchor form? We would love to help you but need more info...how big are the tips, what is it made of, inside or outside use...?
Maybe some sort of macrame...a picture would be helpful.

I would definite try using jute or hemp rope. But a photo would be nice to see, because maybe twine would be good too.

What type of material is the form made out of?
Crochet?
Wind string around. Glue on outside edges. Then weave up and down and glue end in place.
