Pinking shears
What kind of mesh? you could try spraying it heavily with cheap hairspray before cutting it might help. If the fabric is fragile it’s going to fray. Or try Fray Check in a bottle from the fabric storE. Is the mesh on dresses or wings?
seal the ends as you cut -Nail varnish? Glue? Mod podge? if nylon- maybe melt.....? Had another thought you could run to lines of machine stitching over tissue, and cut in between........Hope that helps???????
Glue or heat to seal the edges, depending on the material.
If you have a "hot knife" from a crafting/hobby store, it will slightly melt and seal the ends. OR, you could try cutting the mesh with very sharp scissors, then right away run the cut edge through a candle flame to do the same seal. You'll have to experiment a bit on scrap pieces to ascertain the speed to run through the flame and how high in the flame it should go through. I'm very curious to see your finished angels!
I agree with Mary. Fray Check.
