You might try Mod Podge. It will depend on what you are trying to accomplish. Can you add more information to your question?

Now sure what your project is or why you'd want to coat a glass jar with clear glue. With that being said, just take a glue like Elmer's (yes it looks white) and add some water to thin it to the right consistency. Just paint it on with a brush.

Glue has the dried result on the label, whether white or clear (it will say dries clear, for example). If you are gluing something on the glass, like rhinestones, you would want to use a strong glue like E6000. Hope that helps!
The answer sort of depends on what you intend to do with the glass jug. If you are just gluing things onto it E6000 or clear Gorilla glue. If you want to do something on a larger scale you would be better of with Mod Podge. Do you want to color the entire jug or what?
