I use this stuff all the time. However, I would recommend hot glue for cardboard. It sticks pretty good.
Michael's says it's great for leather but might not fix a shoe so if your suede is smaller and doesn't get much rough useage out of it, I would say yes.
E6000 will bond everything i have used it on ..... including dog leash, leather belt, cardboard, shoe soles, rain coat...have not tried any thing suede. I would guess yes.
E 6000 is great for either. Just make sure you don't get any on the suede or it's ruined.

E 6000 glue has work for me in a list every situation. If you're concerned about the fabric just make sure to not get any glue on the fabric, where it is not necessary, that way it will not show.
I used to work in a leather shop and we always used "rubber cement" on our belts and handbags. Works great!
