sure -- if you have lots of patience -- all you need is a hole punch and lots of colored paper -- if you are looking for a single color try a Party Shop -- I think it would be more expensive/time consuming to DIY than to buy it! Especially if you need a lot! -

Cross cut paper shredder using colored paper would work. -

If you have a paper shredder like for documents, that is a start. Or find a friend that has one. Then use colored paper. If you are on a budget - try the funny section of the Sunday paper for multiple colors.
