Guessing here...it is very cool looking! If the brownish cap on the right is rubber,
my guess is it’s some type of exterior spigot. Obviously it has two shut off valves. There were a lot of things in Victorian homes that were functional but made with a decorative aesthetic.
The brown cap does screw off & it seems to be plastic. I posted a couple of new pics if you want to take a look. It is very ornate for an everyday spigot I think. Thanks for your input
