Velcro works great! You can use adhesive-backed Velcro; the male strip attached to the underside of the cupboard, the female strip attached to the paper towel holder. When' you're ready to remove it, aim a hair dryer at the pieces and peel the Velcro off.
Command tape should work too.
That's a problem. I can think of things, but none that will work without screwing in the brackets for it. They do sell paper towel holders that sit on the counter top.
