Any PBS stations. Create TV on PBS. HGTV, DIY Network.
Youtube channels
https://blog.feedspot.com/diy_youtube_channels/
Here's another for you:
Create®: Now in its eighth year!Create® TV is a nationwide channel delivered courtesy of your local public television station. Presenting the best of public television's lifestyle programs, Create TV is produced and distributed by American Public Television (APT), WNET and WGBH Boston in association with NETA and PBS.
There are also lots and lots of You Tube channels specific for what you want to do.
youtube.com is my go to place. Simply enter a few keywords in the "search" area of youtube and you'll have hours and hours of views to watch about the topic of your choice. Often within the video other videos or persons will be referenced and can then be searched for and watched. You can learn SO much about everything you've ever imagined.....someone else has already done it! Have great fun!
DIY Network, PBS, BBC, & HGTV have a ton of shows. Scan your local listings (depending on if you have cable, dish, or antenna) for channels that carry DIY shows. YouTube has been one of my favorite crafting places with Olivia's Romantic Home at the top of the list. The Dollar Tree shows are very ingenious and even though I may not make the craft they cover I get a ton of ideas. Also, I have joined a couple of facebook groups that have great ideas as well as how to tips.
Here's a list I found that has quite the variety:

Have you looked at YouTube? There are lots of videos there. Also have a look at your local PBS station.
Are you asking for TV channels that are free, or for channels that are accessible with a paid subscription?
You might also want to check into what is offered by the public library where you live. Simply obtain a free patron card, and you can then borrow How-To videos.
Also available now from many public library systems are on-line videos (watched on your computer screen) via free channels such as Hoopla, and Acorn TV, which do not require you to have TV service already.
My favorites are HGTV and Magnolia. DIY network is now Magnolia network.
You can watch many DIY tutorials on YouTube!
HGTV, Magnolia Network are the two big ones. If you go to either of them you can check out their libraries of diy info.
you can go to youtube.com and find every kind of craft and DIY you would ever want and it's free- in the search bar just put in what you are looking for and you will find ways to do it
Facebook Marketplace, Habitat For Humanity Restore, Goodwill, yard sales, and other local thrift stores
Go on google and tube
I'd check out YouTube for that! There are tons of great craft and DIY channels on YouTube. This should help you get started: https://www.youtube.com/watch?v=oRXlAI0Py90
