Think I would mount it in the formal position, and then use a candle or tiny table lamp for everyday use.
If fixture is on a chain like a chandelier where chain drops down from the ceiling, you could use ceiling hooks to move it from one place to the other. These chains can be purchased in different lengths & sometimes a few colors to blend better with decor.
Yes, go down to you electrical store for more information and supplies.
You can look into swag lights-the chain allows you to move the light https://www.homedepot.com/b/Lighting-Pendant-Lights/Plug-in/N-5yc1vZc7nuZ1z10h7q
If it's small then surely you can leave it alone and just move table over anyway. What you may want to do instead though is replace light switch to a dimmable one so that when you are directly under it everyday you can keep it low and when you move table away from way raise it up so you have more light. No one should be judging your light fixture nor questioning you as to why it is off but if they do just explain that it works best for you. My dining room isn't that small so I keep our table with two leaves in,just to give you an idea, yet when the house was built they centered light but didn't take into consideration the area where a soffit runs so light is actually off centered. But we never eat their so I have table centered in the room not under the light. It works best for us.
