What are you hoping to accomplish, the plastic friendly spray paints a good option to consider. I used them on Adirondack chairs for a great rehab.
You can decorate any storage bin using ModPodge or school glue diluted with a bit of water and apply fabric, craft paper, gift wrap, or anything you like. Depending on what the storage bin is made of you can paint it with the appropriate paint as there's paints available now that work well on plastic.

If your bin isn’t plastic, you could hot glue rope or twine starting at the bottom and going around, adding a couple inches of glue at a time and pressing the rope into it.
