There are tiny screws - just unscrew them carefully and the cover will come off. Be careful on a ladder too.
Are you talking about the little H & C caps on your handles? If so, they usually pry up fairly easy with a thin blade screwdriver or the long side of a butter knife.

If you are talking about the glass globes on light fixtures, some have to be removed by removing the light bulb first and then unscrew a ring that is around the socket and carefully remove the globe.
If you mean faucets. The covers that say H and C just snap out and there is a screw underneath.. Use a thin screwdriver or blade to get under and pop out.
You might need a magnifiying glass to help you find the tiny screws- good luck!
