You can find window cling material for windows. There should be something that will tame down the view yet let in the light. You can change them out easily when you want to put something else of a different pattern whenever you want without damaging the window.

can you build a large plant stand over them (use pallets)-leave 2 feet clearance at the top. and them put some plant pots on the stand, they will also absorb the noise. you can water them out the window. If in sun grow some vegetables.
