I would try sanding a little and rubbing with lemon.
Leave it out for the sun to hit it. Keep hosing it down.
Hello Rosemary; I would spray it with Vinegar and leave in the sun.
If that does not work to your satisfaction, Please go to Ace Hardware and Home Depot. There are products made that will do this.

Mix vinegar, peroxide & salt into an old bucket add tin & let set for a couple of days. When you take it out it will be black. Let set in sun for a day and it will be rusted. I don't really know the measurements I just pour everything together. I have done this several times. Hope this helps.
