What can I do about my problem wall?

I purchased a home built in 1955. It has PLASTER walls that have had numerous paints, glitter applied. I would like to have the entire wall of shiplap. Is this possible?
I am not able to do the work myself but through you, possibly you could recommend someone locally and I live on a fixed income.

    Go to Craig's List for your area. Always get a few estimates and references for home repair work.

    Why not apply shiplap over the plaster walls. It would cover any texture. I think they sell faux shiplap at Home Depo that you could just glue to the walls and call it good.
