I've used matte and gloss, whatever I had on hand. I always seal it afterwards, the sealer is gloss so the form of Mod Podge didn't matter.
I think you're looking for mod podge transfer medium. I've used another brand. Use WAY more than you think. And use way more water to remove the paper than you think. https://plaidonline.com/articles/how-to-use-mod-podge-photo-transfer
