I'm surprised! I use it for everything. Here is a lighthouse I made of a terra cotta pot and a terra cotta wine cooler that has been outdoors for 2 years now. Have you tried Gorilla Glue? It seems to expand for me and make a mess but some people think it's great.
The best for almost anything is E6000
The only thing that works for me is JB Weld
My lighthouses and horses did not bond well with E6000 so started using JB Weld and nothing comes apart

Either JB Weld or Liquid Nails.
The two-part epoxy adhesives are better for smaller jobs, as it typically comes in a 24mL syringe, or 35mL (2×17.5mL) tubes. It is also better for cracked items, as it can be forced into a crack more easily than landscape construction adhesive. For cracked terracotta, use epoxy!
