would have to be instigated by the owner of the building, and in lots of cases, voted on by the City/Town/County government if it were of historical value. Petitioning the citizens if a public issue as to the 'name' . -

I would ask at a town council meeting. You probably need to get signatures, from the town's people, and or the board of councilmen.
