There are products to adhere loose pieces of wallpaper if you want to retain it. Otherwise, some people say it is tedious to remove wallpaper, but I say it takes time but it comes off. I like to use warm water and fabric softener to remove it. Start with the loose areas and pull them off wet down the edges that are next to them and just keep going. It is very satisfying to see it gradually all come off. When it is off wash down the walls, prime and paint.
If you want to remove it I use a 50/50 mix of vinegar and hot water. Wet the paper down and check every so often if it starts to peel off. Use a putty knife the scrap it off. Then use the same mixture to wash the glue residue off.
I would remove the old and put on a new border, a steamer works well to remove wallpaper
