I usually can just grab the vinyl stuff and rip it off. Then I score the paper backing and saturate it with hot water and fabric softner, and scrape it off.
I do what Sharon suggests. I peel as much of the vinyl paper off. I use a 50/50 mix of hot water and vinegar. Apply it to the wall, let it set for a while and peel the paper backing off.
Pull off as much as possible. Then saturate with 1/2 strength HOT water and vinegar or HOT water and fabric softener. use scoring tool if necessary. They sell a scraper with a handle and built in razor edge that is molded at an angle to keep you from gouging the wall. Well worth the 7 or 8 dollars
