I watched a video a few years ago where someone took a large flat scrapping tool and attached it to the end of a shop vac extension hose. As they scraped the pop corn ceiling away the shop vac sucked up the fallout. Of course you will still have some that gets on the floor but very little. Here is a tutorial explaining how to do so. Maybe incorporate the shop vac in with this tutorial!

There are basically a couple of ways to do this. Remove it - or cover it. As Whitney mentioned there is an easier way (but still messy) to remove - I did it and it works - the issue is that if you have a plaster ceiling - it will not be smooth when you finish.
The best way if you can do it is to install 1/4 drywall over it - doesn't take much extra height and it gives you a truly smooth surface.
