I would go for the spray paint for outdoor plastic since it's made to be flexible, and should need to be sealed. I've seen it at our local Walmart in many colors. I want to say Krylon is the brand name.

I've used a product called Carpet Refinisher by Color Bond. It's a spray paint made for carpets. It leaves the carpet soft to the touch and dries in about a minute. You'll probably need a few cans to do an outside carpet. I used one whole can to do my car mats. It can be found online.
