If this is a question about Yesterdays home talk project we covering a kitchen mat, the poster on that project used a spray glue. They come in a aerosol can and are at the craft store or Walmart.

You'd probably need to have a flat rug, rather than a shag-type rug or fluffy bathmat, but if you had a textured mat, you could probably shave it down first.
