There is a popcorn ceiling spray in the stores that you can use. I have patched two spots but were not able to make them look perfect. It is a very messy job.
To remove: spray a 4X4 area with water and then use a scraper to remove it. It is a slow going job and really messy so you need to cover your hair, wear safety glasses and cover the floor. You may find after removal that the contractor did not fill in all of the screw holes. The reason for the textured or popcorn ceiling was to cover without having to do all of the fine work like filling and sanding all of the screw holes and the seams. This process was quick, easy and cheaper.
