Is it necessary to remove popcorn from ceiling before beadboard ?

No--you can put the beadboard right over the popcorn. Just make sure you know where your studs are and mark them. Depending on which direction you are putting up your beadboard--you may have to add furring strips to attach the bead board to the ceiling. And consider what you need to do to the areas where 2 boards meet each other--will you be able to hide the seams?
