Don't use mulch. Use pine needles or leaves to cover the plants. In spring rake off excess covering or it can be left to degrade and keep ground cool and moist in summer.
I myself use the leaves. If they are shredded with a leaf blower/vac/shredder they decompose faster, but they still will breakdown over time and feed the soil. I use leaves in the fall, and first thing in the spring from the left over pile from the fall, then I put down cut grass once the lawn starts getting cut. Free mulch is better than paying for wood mulch and better for the soil.
