home depot has granules you sprinkle on the ground that should work, maybe you will have to cut them back....looks like aphids...remove the infected leaves and it will come back
Aphids are sap suckers not leaf eaters. Get a Systemic treatment work it in the soil you should be good. Trim all affected leaves away. Finches love to eat my roses leaves and its a trade off as they eat the pests too.
I have used different brands with the same good results. Use gloves and don't use around vegetables. The directions are easy spread around the base of the plant. Work into the soil and water. I tend to use it at the end of summer and the beginning of spring or whenever trouble pops its ugly head. Good luck and enjoy your happy roses.

Take Dawn dish detergent. Squirt around bottom of rose bushes. Water well. As your beautiful roses suck up the water your bugs will go away. Do this every other week. You will need to cut back damaged parts of your plant.
Many years ago I had a prize rose garden. I never used any kind of insectaside. As animals sometime lay around in you gardens. They will get sick and may lose fur.
Lady bugs eat aphids. You can buy lady bugs on Amazon.
It does look like aphids - get lady bugs from a local nursery and they will eat them right up. You could also remove them with soapy water from a spray bottle. After the bugs are removed then slowly removed the bad leaves so new ones can begin growing.
