Late fall definitely. The key is that you want the soil to be cold enough that the bulbs don't think it is spring and time to bloom. They need to be in that dormant winter state.
I'm in Georgia and because we don't get enough cold days in winter to cool the soil to very low temps like up north, I chill my spring bulbs like daffodils, crocus and tulips in my fridge crisper drawer (not with food in the drawer) and plant in early December. Other types of bulbs like lilies, allium, etc can be planted any time of year. Btw I am in zone 8b.
now - in the fall before freezes come.
