Hi,
i lived in the Hills for many years, and I pruned my roses at the end of of winter. If you do it when the frosts are over it won't kill the new shoots. Prune the citrus to let the tree breath and so you can reach the fruit.

Depending on where you live, in the South you prune roses in February. I hard prune at that time and within weeks the new shoots appear. Prune back 50% and remove thin or weak stems.
Toward the end of winter for the roses!
