Pinch off the flower buds. They weaken the tree over winter. Seven dust is good. Sometimes I just wipe the bugs off with my fingers. I have six I bring in.

You've got aphids. They're a pain to get rid of. Cut the hibiscus down (I know, but it's the only way to completely get rid of them at this stage of infestation) to the bottom row of leaves. Take the plant out of the existing pot and drown in a bucket of warm water. Clean the existing pot with hot soap and water or use new. Throw the soil out and use new. Take the plant out of the water and wipe with clean cloth. Re-pot. Use neem oil as it grows and a plant light. Make sure there is air moving around the plant.

honestly, I would put the whole thing in the trash. I've tried many times to save my hibiscus but always ended up with aphids and/or whiteflies. Save yourself the labor and expensive chemicals to treat this one. Buy a new one next spring.

They look like whiteflies. Take the plant outside and hose it down well. If they come back, do it again and change the soil. Make sure it's in a clean pot also.
