You should prune back before the frost in the fall and after the frost in the spring. The roses should bloom with a vengeance.
Prune back as far as you want. Remove excess shoots And crossovers, any of those long long long straight ones. I make the limb cuts just above a 5-leaf cluster. The rose will branch off wherever you cut. Some like to cut back almost to the ground or you could leave more of the bush but shape it up.

I would call OSU extension center. They have master gardeners groups all over the state. They answer almost any questions about gardening, plants or trees.
You can call or visit a local nursery and ask based on your particular area and the specific type of rose bushes you have. They'll know best and you can even bring a leaf/ flower in if you're not sure of your flower's names.
