You're going to need a fungicide for this. Do not water from overhead, a drip irrigation is best, but if that is not possible, you can set gallon jugs, with a few holes punched in the bottom next to each plant to avoid this in the future. Lightly screw the lid onto the jug so all the water does not run out immediately.

Looks like a fungus, treat with neem oil, in addition, change out plants and the dirt for the next growing season in case the fungus is alive and thriving in the soil. Bleach the pots after empty and use fresh potting soil.
