That look like they either have an insect infestation,improper watering or a change in temperature to make them dry out like that.First thing remove any dead or disease that you see. Look for any signs of insects.For safety measures,apply a three in one rose care system,fungicide ,insect control,and a fertileizer by Bayer
From this distance, it appears to be wilt damage. Can you provide a close-up pic of the damage for better identification? Are there any tell-tell signs of critters or mold or anything else?
You don't have pets or neighbor pets do you? From the area and up, looks like could be pet peeing on plants. Also if using weed killers, make sure to do on a non-windy day and keep away from flowers. Not sure if either is the answer, just suggestions to consider.
If the leaves are curly and the thorns and stems seen larger than normal, it could have a fatal disease... I can't remember the name but my knockout roses developed it and all that could be done was to dig them up-along with the dirt down a foot or so. An experienced nurseryman would know if you show him an affected cutting. Hope it's not.
