Try scraping up the surface and break the surface up with a shoval, add a little top soil put in some seed. Tap it down add more seed, water everyday. That finally worked for me
Make sure you're buying the right kind of seed, some things to consider are amount of light the area gets and here on the coast we have a special blend for our sandy soil. Check with your local nursery.
