We had great luck last year adding Lime to the spots. I have two bird dogs and we live on a lake, our yard pee spots were so bad you could see them from Google Earth. Anyway, I started sprinkling lime pellets onto the spats and it really helped the grass regrow.

Remove the dead grass. Use a hand rake to loosen the soil, Overseed the spots and work into the soil.. Cover with a little soil. Water the seed.
