Hi Bill, all gardens really need to be able to drain or you might be risking mold and mildew growth that could kill your plants. a good weed fabric would help keep the dirt in but wouldn't hold in the moisture.

No, you need to be able to have drainage and plastic would cause the bed to stay too wet. You could put down weed control cloth instead as that would allow drainage.
I like to line them with heavy duty black plastic, prevents soil loss and slows down rot.
