I have seen many, many herb gardens that contain a large variety of herbs and some even have tomato and pepper plants in them... you will want something rather deep to accommodate the root systems and it needs to have good drainage. Gardeners Supply has a large variety of planters and pots for container gardening, some with hidden watering reservoirs... that would be a great place to get some ideas... and you herb garden will need plenty of light.

It sounds like a drainage issue. I use clay pebbles & coir in the bottoms. If the soil is too dense - use some perilite.
