I have done both. If you water in the evening the soil seems to stay moist longer however--so do your plants--and in some cases this leads to issues that may make for some very unhealthy plants. If you water in the morning the plants themselves can dry off. If you can use mulch in your garden it will help keep your soil moist for a longer period of time.
Early morning is best. Evening watering causes snails and slugs to come out they like the dampness.
I do both as it is so darn blazing hot and oh so very dry. I do not need to worry about mildew, everything evaporates immediately.
Potted plants get watered every single day without fail, and I have a ton of them, front porch, patio, under my bedroom window and side yard by kitchen window.
