How do I fill the tiny space above my cabinets?
My cabinets touch the ceiling but the ceiling is not level. I have spaces about a 1/4 to 1/2 inches that need filling. What can I do?

Some type of molding such as crown molding. Then caulk any gaps between it and the ceiling.
Since your cabinets go to the ceiling, you're going to have to find a very small quarter round to cover it. There are some decorative ones that will dress it up. You can stain or paint to match either the cabinets or the ceiling. Just make sure that your doors will open and close properly before installing it.
