You'll need to drill the hole and use an anchor to hang the shelves and door.
First thing is to put up a 2x4 fur strip. you can then put sheving on top, making sure to secure it to the 2x4. You will need angled support brackets as well. Secure those to the shgelving Buy the HD brackets if you plan on putting any weight on it. The brackets I bought had "hooks" on the end and I cut a 1 1/2"dowl rod to fit, allowing me to hang extra hangers for when I pull the clothes out of the dryer. I installed two "bicycle hooks", one for "his" and one for "hers" to hang up the clothes so they don't wrinkle and easy to carry off to the closet.
Drill using a concrete bit and use concrete anchors to attach.
You could check to see if you can hang them from the ceiling or rafters above if you don't want to drill into the cinder blocks.
